Introduction

The Manchester Township Board of Education recognizes the importance of creating a positive and safe learning environment for all students and staff. Such an environment will be consistent for all students throughout their kindergarten through twelfth grade experience and include the Elementary, Middle, Regional Day, and High School settings.

Therefore, the purpose of this document is to provide a clear and concise guide regarding the behavior expectations for all students while enrolled in the Manchester Township School District. Those expectations for behavior will apply while attending school each day, when participating in any before or after school activity, both on and off the school campus, and during transportation to and from school.

This code is also designed to provide parents with this important information, since they are an integral part of the educational team in Manchester Township. Together, we can both prepare our students for the experiences of life and eventually have them become contributing members of the Manchester community.

Student Rights

All Manchester Township students have the right to a free and appropriate education which includes all educational opportunities without regard to race, national origin, sex, handicap, religion, or marital status. All students will be able to:


 Attend school in a safe and structured environment.

 Be treated with dignity and respect.


 Be informed of all school rules.


 Be treated in a reasonable and fair way regarding said rules.


 Be presented with the opportunity to participate in all school activities both inside and outside of the classroom.

Student Responsibilities

1) All students are expected to attend school on a regular basis. All students are expected to not only attend school but arrive each day on time, and remain throughout the school day.
2) All students are expected to treat all members of the entire school community with respect.
3) All students are expected to treat all schools, property, and materials with respect.
4) All students should respect the privacy of others.
5) No student should have in their possession any item prohibited by either law or board policy.
6) All students are expected to come to school prepared to learn and attend each class with the necessary materials.
7) All students are expected to meet all criteria for participation in any special programs.
8) All students are expected to adhere to any and all school rules that are further detailed in the individual Student/Parent Handbook provided by each school.
9) The priority for all students K-12 must be academic achievement. Therefore, all academic criteria must first be met before a child participates in any school programs outside of the classroom.
10) It is the responsibility of the school district to provide students with transportation to and from school. However, students are expected to adhere to all safety rules while riding the school bus.
11) Students are expected to arrive at their bus stop at the designated time. Students are also expected to behave at that bus stop in a safe and orderly fashion.
12)Students are expected to dress appropriately for school. This would exclude clothing that causes a distraction or safety hazard to either themselves or others.

Parent Responsibilities

1) Parents are asked to review the entire Code of Conduct. Parents are also asked to discuss this document and any other pertinent school information with their children.
2) Parents are asked to support the district’s expectations for students attending school each day.
3) Parents are asked to ensure that their children arrive to school each day on time for a full day and are prepared with all necessary materials.
4) Parents are asked to support the school dress code to ensure that all children dress in a safe and appropriate fashion.
5) Parents are asked to be a part of the district educational team by conferencing with their child’s teachers as well as attending school meetings and programs regularly throughout the year.
6) We realize that at times problems may occur in school. We encourage parents to work together with the school in finding solutions. To that effect, parents are asked to follow the normal chain of command that includes teacher, counselor and building administration.
7) Parents are asked to support all guidelines designed to improve school security. That includes parking only in designated areas, reporting directly to the Main Office upon arrival, providing the appropriate identification, signing in, and wearing a visitor’s pass while in the building.
8) Parents are asked to provide an environment where students can complete homework assignments each night and return to school prepared the next day with those materials.
9) Parents are asked to communicate all information and concerns with the school. That includes all emergency information, student absences, medications, and any custodial changes. It is extremely important that any changes throughout the year be communicated to school in a timely fashion.

School Bus Behavior

The right of all pupils to ride on a school bus is conditioned on their good behavior and observance of the following district-wide transportation rules and regulations. Pupils who violate any of these rules will be reported to their respective school building administration. Problems that jeopardize the safety of any individual on that bus may result in a suspension of bus privileges requiring the child to be transported by the parent.

Students are responsible for observing the following rules:

1) State law requires students to wear seatbelts when available.
2) In order to insure a safe and proper bus schedule, the student must be on time at the designated bus stop.
3) Pupils who must cross the road shall pass in front of the bus and not behind it. The driver shall see that the way is clear before the child is permitted to cross the road.
4) Students should never stand in the road while waiting for the bus.
5) While the bus is in motion, avoid conversation with the driver.
6) Students shall be courteous to the driver, to fellow pupils, and to passers-by.
7) Students must keep their arms or other parts of the body within the bus. Students are not permitted to adjust windows without permission of the driver.
8) A student will not leave his/her seat except at his/her designated stop.
9) The students can help maintain the good condition of the busses. Marking or defacing the bus is prohibited. Report to the driver at once any damage to the bus. Parents are liable for damage to the bus. (New Jersey Law 18A:34-3)
10) Refrain from eating or drinking on the bus unless otherwise instructed.
11) Books, paper, or any other object must not be thrown on or out of the bus.

Important Notes:

 Any complaints of drivers, pupils or parents as specified in the regulations listed on the previous page, shall be referred promptly to the building administrator.

 Any student violating school bus regulations will be reported to the building administrator. Parents will be notified of the problem in an effort to seek their cooperation. Possible follow-up procedures, including the suspension of bus privileges, will also be explained at this time.

 Violation of the before-mentioned rules and regulations could result in exclusion from the bus. During the period of exclusion, the parents will be responsible for providing transportation to and from school. This would include all school-related activities where bus transportation is provided.

District Conclusion
The following pages provide more specific student and parent information regarding the Code of Conduct at your school. Please be advised that our school staff has attempted to provide you with an inclusive code. However, administration is charged with implementing this code and reserves the right to be flexible in said implementation. Also, no such guide can include every situation. Therefore, students and parents should use this as a guide, knowing that administration will work tirelessly to implement the code in a fair and consistent manner. The Code of Conduct is consistent throughout the entire school district. Parents may request any such school document by contacting that school. Students and parents should also be aware that although every effort is made for district consistency, there is a need for specific school guidelines. Such specifics are based on the size of the school, the age of the students housed in that building, students with handicaps and problems directly related to that grade level configuration.
